CJCC TAD Program and Data Sharing Reports Now Available

Under 2019 Executive Order #41, the Wisconsin State Criminal Justice Coordinating Council (CJCC) is charged with a variety of initiatives designed to improve the functioning of the criminal justice system, including making recommendations regarding “updating the administration of the Treatment Alternatives and Diversion program to maximize the program’s effectiveness with a goal of ensuring statewide availability of treatment alternatives and diversion resources, whether funded by TAD or other sources.” (Executive Order #41, 8(g)(ii)). This report provides a brief overview of the current status of the program, including a timeline of the numerous expansions in recent years, and will also highlight the following: efforts to improve administration to date, what the current data shows, program strengths, program challenges, and recommendations for program improvement.

Executive Order #41 also charges the CJCC with a variety of data sharing initiatives, including making recommendations regarding “improving data collection and data sharing across criminal justice system partners” (Executive Order #41, 8(g)(i)). This report provides a brief overview of data sharing efforts among key criminal justice agencies, illustrates the challenges to data sharing, describes the current focus of the CJCC Data Sharing Subcommittee, and provides initial recommendations regarding the sharing of criminal justice-related data to advance research and analysis and to aid data-driven decision making.
