The Rock County Drug Court Program began in 2007 after Rock County applied for and received a Treatment Alternatives and Diversion grant. Drug Court Case Managers oversee the twelve–month treatment program for those participating in the Rock County Drug Court. Treatment is designed for non-violent participants with substance abuse issues. Entry into the Program requires a Drug Court contract agreement between the Rock County District Attorney's Office, Defense Counsel, and the participant. Entry also requires a plea of guilty or no contest to current charges in exchange for potential reduction or dismissal of those charges or other sentencing concessions made upon successful completion of the Program. Participants may also enter the program through a referral from the Department of Corrections as an Alternative to Revocation. Upon entrance to the program each participants receives an individualized criminogenic risk-need assessment and full biopsychosocial assessment to determine areas of need. Based on these assessments, the individual will be required to participate in treatment groups as recommended by the Case Manager. Each participant will receive intensive Case Management to monitor and support the individual in the community. Participants are required to report to the Drug Court office on a daily basis and submit to random drug tests. Clients are required to appear weekly before Judge Barbara McCrory for a review of their treatment progress.

OWI Treatment Court
Description:
The Rock County OWI Court's mission is to improve public safety by producing sober drivers. The Court incorporates research driven principles and accountability to save money, lives, and create a better community. It is a voluntary, post-adjudication specialty court created to reduce recidivism by allowing OWI 3rd Offense defendants to participate in sub-stance abuse treatment under judicial and community supervision. It is a four-phase program consisting of intensive supervision of defendants by a case manager and probation officer, frequent appearances before the OWI Court judge, individualized drug/alcohol treatment, other treatment/ counseling as necessary, random drug testing, home visits, and sup-port group attendance. Participants are required to be on electronic monitoring/Sobrietor through Probation. AODA treatment and case management will be provided by the Rock County Human Services Department. Monitoring and linking to collateral services will continue through-out all phases of the program. OWI Court will also work in con-cert with the Intoxicated Driver Program in an effort to secure participants' licenses.

Veterans Treatment Court

Description:
Veterans Treatment Courts are hybrid Drug and Mental Health Courts that use those specialty court models to serve veterans struggling with addiction, mental illness, and/or co-occurring disorders. They promote sobriety, recovery, and stability through a coordinated response that involves cooperation and collaboration with the traditional treatment court partners (such as county, city and state agencies), with the addition of the U.S. Department of Veterans Affairs health care networks, the Veterans' Benefits administration, and veterans' family support organizations. Veterans Court also utilizes volunteer veteran mentors, typically from the same military branch and wartime theater, as the defendant. Mentors encourage, guide, and support the veteran through the Court process. Rock County's Veterans Court is regional and hears cases from Rock County as well as the surrounding counties of Jefferson, Lafayette, Dane, Walworth, and Green. The Court has also taken clients from other jurisdictions in Wisconsin that do not have a Veterans Court nearby, on occasion.

Post-charge Diversion and Deferred Prosecution Program
Description:
1. The Rock County Post-Charge Diversion Program offers those who are determined to be at low risk for re-offense—based upon the results of one or more scientifically validated criminal re-offense risk assessments—and who are not excluded by criteria listed below, the opportunity to be diverted from the justice system. Diversion requires these individuals, after being arrested for a crime the Rock County District Attorney’s Office determines can be proven beyond a reasonable doubt (hereinafter referred to as the “provable charge”) and is not subject to legitimate 4th, 5th or 6th Amendment claims, meet specific program expectations and remain crime free for the term of the Diversion. All participants in the Diversion Program will be required to have the assistance of legal counsel or sign a waiver of their right to an attorney. Further, all Diversion participants will complete and sign a written Diversion Agreement. Those who successfully complete the program will earn a dismissal of their case on their record. Those who fail to meet these conditions will be prosecuted for their provable charge.
2. The Rock County Deferred Prosecution Program (DPP) is a post-charge, post-plea program that operates under the Rock County District Attorney’s office. DPP has been established to address criminogenic needs. Rock County staff will provide most of the case management and cognitive behavioral therapy (CBT) programming in-house with the exception of mental health and substance use disorder (SUD) treatment which will be referred out to community treatment providers. It offers those who are determined to be low to medium risk for re-offense, the opportunity to have their judgment of conviction deferred for their provable charge, which is not subject to legitimate 4th, 5th or 6th amendment claims, until such time as the participant has successfully demonstrated their ability to lead a pro-social, law-abiding life. The goal of completing the Deferred Prosecution Program is to ultimately have the charges dismissed. All participants will sign a Deferred Prosecution Agreement (“DPA”) and will be required to have the assistance of legal counsel or sign a waiver of their right to an attorney. No participant will be denied a DPA if they, in good faith, decline to waive a preliminary hearing or litigate a legitimate suppression motion. Those who are not successful will be returned to court to be sentenced on the offense to which they were found guilty. By virtue of the assessed risk level and/or nature of the offenses committed by program participants, a permanent record of these charges will be maintained, regardless of successful completion of the DPA.
3. The Rock County Domestic Violence Intervention Program (DVIP) is for individuals charged with domestic violence crimes. To be eligible to participate, an offender must accept responsibility for their actions and have an offer from the Assistant District Attorney (ADA) to participate. This program consists of group sessions and upon successful completion, the charges will be reduced or amended.

Arising from its participation in the Evidence-Based Decision Making Initiative, Rock County provides pretrial assessment and supervision services in the County. Pretrial services are aimed to maximize public safety and court appearance while maximizing pretrial release. Rock County uses the Public Safety Assessment (PSA), which uses static data factors to produce two risk scores about a defendant: one predicting the likelihood the individual will commit a new crime if released pending trial, and another predicting the likelihood of failure to return to a future hearing. Rock County believes utilizing data and research, as well as professional judgment based on comprehensive case-specific information will: promote fairness and equal treatment, increase public safety, reduce harm, and improve quality of life; and use resources effectively.
